Second ethics complaint filed over term limits measure

LITTLE ROCK - Supporters of a proposed amendment on Tuesday's ballot filed a second ethics complaint on Friday against Save Term Limits, the Arkansas group opposing the measure.

Jim Pledger, chairman of the Arkansans FOR Term Limits That Work, alleged in the latest complaint that opponents have changed the name on paperwork showing the name of the group purchasing television advertising against Amendment 1.

Currently, House members can serve up to three two-year terms and senators two four-year terms. Proposed Amendment 1 would extend the maximum length of time state lawmakers can serve to 12 years.

When the radio and television ads began running earlier this month, U.S. Term Limits, a Washington, D.C.-based group, was listed as the advertiser on purchase orders for the ads, with a disclaimer that they were paid for by Save Term Limits.

Thursday, a Washington-based company, Red Sea, sent letters to the Little Rock television stations and asked that their firm be listed as the one that purchased the ads, not U.S. Term Limits.

Pledger said in a news release Friday that opponents of Amendment 1 have "failed to disclose their advertising expenditures on the latest campaign report."

Tim Jacob, spokesman for Save Term Limits, said earlier this week that a mix-up occurred and U.S. Term Limits should not have been listed as the group purchasing the television advertising.

A message left on Jacob's telephone Friday was not returned.

The first ethics complaint filed by Arkansans FOR Term Limits That Work says Save Term Limits did not provide complete contributor data on its campaign contribution report.
