Bill to limit committee members' terms advances

A bill to limit the terms of members of the Residential Building Contractors Committee received the endorsement Friday of the House Committee on State Agencies and Governmental Affairs.

House Bill 1287 by Rep. Lance Reynolds, D-Quitman, would limit members of the contractors committee to a maximum of three three-year terms.

The bill goes to the House.



Bills concerning underground lines, banks advance

The House Insurance and Commerce Committee recommended two Senate bills Friday.

One would require more entities to report their installation of underground lines to the "Arkansas One Call" center, which keeps a record of such lines. The other would take away a requirement that state chartered banks do a feasibility study before opening a branch. Both bills have already passed the Senate and go to the House.

Senate Bill 82 by Sen. Gilbert Baker, R-Conway, would require property owners associations, improvement districts and other entities to report placement of buried lines to the center.

The center is a private, non-profit entity sanctioned by the state to keep track of such lines so contractors, utilities and other business that dig can have one place to call to find out if any lines are present before they start digging.

SB 99 by Sen. Ed Wilkinson, D-Greenwood, is the bill to remove the requirement for feasibility studies. Banks with national charters have no such requirement, and the cost for these studies can run into the thousands of dollars, supporters said.
