Fiscal office names new personnel administrator Saturday, May 5, 2007 Arkansas News Bureau LITTLE ROCK - A veteran of the state Department of Finance and Administration was named Friday to head the agency's personnel office. DF&A Director Richard Wiess named Kay Barnhill as state personnel administrator, replacing Twana Porter, who recently transferred to the state Office of Child Support Enforcement. Barnhill began working in the Office of Personnel Management 28 years ago as a personnel representative trainee. For the past 20 years, she served as the state agency classification and compensation manager. During her tenure, Barnhill has been involved in the development and implementation of various human resource systems, including a statewide performance valuation system, several classification studies, various pay plans, compensation legislation and policy, and the Arkansas Administration Statewide Information System. Barnhill holds a bachelor's degree in business administration with a major in personnel management from the University of Arkansas in Fayetteville. |
