State medical services finance officer faces embezzlement charges Tuesday, Jun 5, 2007 Arkansas News Bureau LITTLE ROCK - The new chief financial officer for the state Division of Medical Services was arrested Monday on charges of embezzling money from Pulaski County government while he was the county's comptroller. Ron Quillin, who resigned his county job April 30 and went to work at the Department of Health and Human Services' medical services division a day later, was in the Pulaski County jail in lieu of a $50,000 bond Monday afternoon. The North Little Rock resident was charged with 16 counts of felony theft of property, two felony counts of forgery and one misdemeanor count of abuse of office, according to the Pulaski County sheriff's office. DHHS spokeswoman Julie Munsell said Quillin "has been placed on administrative leave until the department can gather more information about the criminal charges." Quillin, whose annual salary at DHHS is $93,872, was accused of taking 16 county government checks and depositing them into a bank account for personal use. At a news conference Monday, Pulaski County Sheriff Doc Holladay said detectives began an investigation late last month after a county employee became suspicious about the accounts.
