BREAKING NEWS: Parole Board recommends clemency for condemned killer Tuesday, Aug 5, 2008 LITTLE ROCK - A deeply divided state Parole Board voted today to recommend Gov. Mike Beebe spare the life of condemned killer Frank Williams Jr. Beebe has set a Sept. 9 execution date for Williams, sentenced to die for the October 1992 shooting death of Bradley farmer Clyde Spence. The board approved a recommendation for executive clemency in a 4-3 vote, a day after Williams and death-penalty opponents appealed to the board for leniency, contending Williams is retarded. Later Monday, family and friends of the victim urged the board to deny Williams' clemency request. Before the killing, Williams had worked on Spence's farm through a state prison work-release program but was fired for damaging a tractor. |
