All but three of the arrests occurred in Little Rock, according to a joint news release from the U.S. attorney’s office in Little Rock, the FBI’s Little Rock field office and the Little Rock Police Department.

A 62-count indictment against 25 defendants — including the 23 who were arrested Tuesday and two who were still at large Tuesday evening — was handed down by a federal grand jury Thursday and unsealed Tuesday.
